RULES & REGULATIONS

Each member as a member of Huntingdonshire Bowls will be bound by and will comply with these Regulations, as amended from time to time.

Officers’ Duties

President
Chair all Council/AGM/meetings as required.
Attend all County Matches where possible or arrange a deputy.
Attend all Knockout Cup fixtures where possible or arrange a deputy.
Attend the National Championships where possible or arrange a deputy.
Organise Annual Tour if required.
To Chair the Annual Presentation sub committee.
To Host the Annual Presentation.
Attend National Dinners, tickets provided by the County.

Senior Deputy President
Deputise for the President in their absence.
Attend all Executive/Council/AGM/Special meetings and sub-committees as required.
Attend all Knockout Cup fixtures where possible.
Be a member of the Annual Presentation sub-committee.
Annual Presentation – Host a table of County guests.

Junior Deputy President
Deputise for the President or Senior Deputy President in their absence.
Attend all Executive/Council/AGM/Special meetings and sub-committees as required.
Be a member of the Annual Presentation sub-committee.
Annual Presentation – Host a table of County guests.

Immediate Past President
To give assistance and advice to the President/Senior Deputy/Junior Deputy, wherever possible.
Deputise for the President/Senior Deputy/Junior Deputy in their absence.
Attend all Executive/Council/AGM/Special meetings and sub committees as required.

Association Secretary/BE Council Member
The Association Secretary/BE Council Member shall conduct all correspondence for the Association.
Keep an archive of all correspondence and minutes.
Convene the Executive/Council/AGM/Special Meeting.
Prepare a report for the Annual General meeting.
Attend Bowls England AGM and Dinner Presentation (for which the Association will pay remuneration for the Dinner Ticket and travelling expenses).
Report to the Executive on Bowls England matters.
Be a member of the Annual Presentation sub-committee.

Assistant Association Secretary
Provide assistance to the Association Secretary.
Keep minutes of all meetings including those of sub-committees to which he/she must be given adequate notice.

Association Chairperson
The Association Chairperson shall chair all Executive/Special meetings and Sub committees as required.
Responsible for managing the administration of the county, ensuring that all areas comply with the Constitution, Rules and Regulations.
To develop strategies in conjunction with Executive Committee Members, which keep Huntingdonshire Bowls at the forefront of the sport, in terms of Youth Development and County teams both Senior and Junior, as well as Ensuring the county operates in a cost effective manner.
Prepare a report for the Annual General Meeting.

Treasurer
The Honorary Treasurer shall be responsible for the Associations financial matters.
Maintain income/expenditure records and keep an electronic archive of said records.
Prepare and submit the Annual Statement of Accounts.
Arrange audit of annual accounts.
Prepare and submit an annual budget to the Executive for ratification.
Cheque signatory (2 required per cheque).
Be a member of the Annual Presentation sub-committee.
Present at Executive meetings, a summary report on budgetary position and accounts.
Maintain stocks and records of badges/ties/glasses/shirts/blouses/jackets/stickers.

Assistant Treasurer:
Provide assistance to the Treasurer as requested.

Match Secretaries
Attend all Senior County fixtures where possible.
Organise catering with home host clubs informing them of numbers, for all County fixtures.
Liaise with opponents in away fixtures of the Counties catering requirements.
Match Secretary duties on the day of the match.
Prepare scorecards and perform rink draw. Collect payment of appropriate monies. Provide the President or Deputy with a list of the opponent’s Officials in attendance. Act as Master of Ceremonies in home fixtures.
Submit match accounts/monies to the Treasurer.
Keep all stock for county matches and arrange the replenishment of said stocks.

Match Secretaries (Friendlies)
Attend all friendly fixtures where possible.
Organise and distribute availability for all friendly fixtures. Select and advise all players and Clubs of the team selected. Organise catering
with home host club informing them of numbers requiring meals (including away team). Liaise with opponents in away fixtures of the counties catering requirements.
Match Secretaries duties on the day of the match. Prepare score cards and prepare draw. Collect payment of appropriate monies. Provide the President or Deputy with a list of the opponents officials in attendance. Act as Master of Ceremonies in home fixtures. Submit match accounts/monies to the Treasurer. Keep all stock for county matches and arrange the replenishments of said stocks.

Assistant Match Secretaries
Provide assistance to the Match Secretary as requested.

Competition Secretaries
Organise the County Championships, Singles/Pairs/Triples/Fours per gender. Organise all other County Competitions per gender.
To update the website of competition results ASAP. Inform players of opponents per gender. Organise and attend County Semi-finals and Finals Day per gender. Umpires, Markers and Timetable.
Order any trophies/money for Winners and Runners-up and the engraving of perpetual trophies.

Fixture Secretary: Organise all the county fixtures including Johns, Middleton, Walker Cup, Balcomb, White Rose and county friendlies.
Organise the venues for said matches and liaise with Match Secretaries for home fixture and opponents for away fixtures. Arrange umpires for all home games.

Assistant Competition Secretaries
To provide assistance to the Competition Secretaries as requested

Team Manager – MEN’S Senior
The Team Manager will be appointed by The Executive Committee.
Applications shall be invited from County Bowlers via Bowling Clubs affiliated to the Association.
The Team Manager in the first instance shall be appointed for one year and then whatever period the Executive deem appropriate.
The Team Manager shall be a non-player in teams selected below.
The Team Manager may appoint with the approval of the Executive two persons to assist in team support i.e. observation.
The Team Manager shall be allowed to claim expenses including telephone calls and mileage and shall not exceed £200 unless agreed by the Executive.
The Team Manager shall be responsible for the codes of conduct and dress at the attendance of and during all matches and for team discipline.
Select the Middleton Cup/Balcomb Trophy squad/team.
Select Eastern Counties League teams and Executive Rink.
Attend all Middleton Cup/Balcomb Trophy and ECL.
Arrange deputy if unable to attend fixtures.

Team Manager – MEN’S Under 25 White Rose
The Team Manager will be appointed by The Executive Committee
Applications shall be invited from County Bowlers via Bowling Clubs affiliated to the Association.
The Team Manager in the first instance shall be appointed for one year and then whatever period the Executive deem appropriate.
The Team Manager shall be a non-player in teams selected below.
The Team Manager may appoint with the approval of the Executive two persons to assist in team support i.e. observation.
The Team Manager and any Assistants must have child protection clearance.
The Team Manager shall be allowed to claim expenses including telephone calls and mileage and shall not exceed £200 unless agreed by the Executive.
Attend White Rose Cup games.
Arrange deputy if unable to attend fixtures.
Arrange Umpires for all home games, which are within Manager’s responsibility.
Assume Match Secretaries duties for the day.

Team Manager – Ladies Under 31s
The Team Manager, will be appointed by The Executive Committee.
Applications shall be invited from County Bowlers via Bowling Clubs affiliated to the Association.
The Team Manager in the first instance shall be appointed for one year and then whatever period the Executive deem appropriate.
The Team Manager shall be a non player in teams selected.
The Team Manager may appoint with the approval of the Executive two persons to assist in team support i.e. observation.
The Team Manager and any Assistants must have child protection clearance.
The Team Manager shall be allowed to claim expenses including mileage.
Select the Amy Rose Cup squad/team and inform those selected.
Distribute the squad/team information al all Clubs.
To arrange a deputy if unable to attend fixtures.
Assume Match Secretaries Duties for all Amy Rose fixtures.

Team Selectors – LADIES
The Ladies’ Selection Committee will be appointed by The Executive Committee.
Select the John’s Trophy/Walker Cup squad/teams.
Select Friendlies teams.
Where possible to attend all John’s Trophy/Walker Cup games.

Child Protection Officer
To ensure that all affiliated clubs comply with the Bowls England/Huntingdonshire Bowls Policy.
Ensure that all Club Coaches irrespective of level, who work on a regular basis with children or vulnerable adults are CRB cleared.
Encourage all clubs to appoint a CPO and keep an up to date register.
Give advice and assistance to clubs in complying with the requirements of Child Protection and Vulnerable Adults.
Ensure that parental Consent Form/Junior Health Profile.Special Consent Form(s) are completed, ensure that the young person’s parent/guardian signs them.
Ensure that the Club CPO or Club Secretary keeps these in a secure place for reference.
Be up to date with all legislation and procedures in relation to Child Protection and Vulnerable Adults.

Benevolent Fund Administrator
To send on behalf of the County get well/condolence cards when informed by Club Secretaries or other County Officials.
To visit Bowlers or ex Bowlers and give gifts or funds on behalf of the County.
To communicate to the Executive Members and Club Secretaries County Bowlers illness/details of any funeral arrangements where required.
To take a lead role in fundraising for the Benevolent Fund

County Coach
Responsible for developing organised coaching and co-ordinating club coaching at all levels around the County.
Work with club secretaries to encourage the development of club coaches.
Arrange regular county-based seminars with club coaches.
Keep up to date with all new legislation.
Correspond information to all club coaches.
Be compliant with all Child Protection and Vulnerable Adults National and County requirements.

County Statitician
Maintain the county players records.

County Badges
Qualification for a County badge will be as follows:
Competitors who qualify for the National Finals (Singles, Pairs, Triples, Fours, Under 25’s) by accruement of 6 points. These points will be awarded for all County Representative, Friendly and Under 30’s games by the following scale:
Walker Cup 2 points
Johns Trophy 1 points
Balcomb Trophy 2 points
Middleton Cup 1 point
Eastern Counties 1 point
Amy Rose 1 point
White Rose 1 point
County Friendlies 1 point (No more than 2 games to count in any one year)
Eastern Counties 1 point (No more than 2 games to count in any one year)
The County President or their Deputy will present the badges at the match in which they have been achieved.

County Flashes
A Johns Trophy Flash shall be awarded after 6 Johns Matches.
A Middleton Cup Flash shall be awarded after 6 Middleton Cup Matches.
A Walker Cup Flash shall be awarded after 3 Walker Cup Matches.
A Balcomb Trophy Flash shall be awarded after 3 Balcombe Trophy Matches.
An Amy Rose Flash shall be awarded after 3 Amy Rose Matches.
A White Rose Cup Flash shall be awarded after 3 White Rose Matches.
An Eastern Counties flash shall be awarded after 6 Eastern Counties B.A. League Championship Matches, Under 30’s Matches and also to those players who win an E.C.B.A. Championship in Junior Singles, Singles, Pairs, Triples and Fours.
Each player shall be awarded a “Colts” badge on playing one representative Match. The badge to be a smaller version of the County Badge.
The County President or their Deputy will present the flashes at the match in which they have been achieved.

Disciplinary Procedures, Disputes and Appeals
Please refer to Bowls England Regulation 9 (Misconduct) for all matters regarding Disciplinary, Disputes and Appeals.

Mileage
Mileage for County Representative Matches will be paid at the following rates:
0 to 30 miles no travel money
30 to 60 miles £4 per player
60 to 90 miles £5 per player
Over 90 miles £6 per player
All mileage is calculated from the Administrative Centre of the County which is Ramsey. AA Route Planner will be used to calculate the mileage.
